On October 8, 2024, the Hayward City Council adopted Ordinance No. 24-07, implementing a by-district election system of six City Councilmembers. A new district map was selected along with its election sequence: Districts 1 and 6 are up for election in 2026, and Districts 2, 3, 4 and 5 are up for election in 2028.

While the district formation process is complete, this site remains live to serve as an archive of the election changes including the schedule, draft maps and resources.

The City of Hayward welcomes your maps of neighborhoods, communities of interest, or complete district boundary proposals. Initial map submissions were accepted until August 17, 2024. Final map submissions were accepted until September 10.

How to Submit Maps

Submit maps and information regarding communities of interest:

Publicly submitted maps will be made available to view on the Public Comment page.

When submitting your proposed map, it would be helpful for you to include an explanation describing how your map meets the required statutory criteria for drawing districts. For example, you could describe how your map respects a specific neighborhood or community of interest by keeping it within a single district.
